Robert’s Rules of Order is one of the most widely used systems for running meetings in local government, nonprofits, and boards. Its purpose is to create a fair, predictable, and transparent process for how decisions are made. At its core, the system is designed to:
Ensure every member has an equal opportunity to speak.
Keep debate focused on issues, not personalities.
Provide a clear structure for motions, amendments, and votes.
Protect the rights of the majority, the minority, and the public.
Prevent meetings from devolving into disorder, favoritism, or personal conflict.
What Happens When Robert's Rules Are Not Followed.
Meetings become unpredictable and emotionally charged. Without a shared structure, meetings can quickly shift from orderly discussion to personal confrontation.
Common breakdowns include:
Members speaking out of turn or interrupting one another.
Debates drifting into personal attacks rather than policy.
The chair losing control of the meeting flow.
Confusion about what motion is on the floor or what is being voted on.
Members using procedural chaos to dominate or silence others.
These patterns are well documented in municipal governance research and often lead to contentious, unproductive meetings.
When rules aren’t followed, the chair or dominant members can exert disproportionate influence. This can show up as:
Allowing some members to speak freely while cutting others off.
Ignoring motions or failing to call votes.
Allowing debate to continue only when it benefits certain viewpoints.
Using procedural confusion to push through decisions without proper deliberation.

It is extremely unfortunate and disheartening that more often than not, our council has not followed Robert’s Rules of Order or any other true standard of parliamentary procedure as is apparent to anyone who attends a meeting in person or online. This needs to change for good governance and for the sake of our people and the respectful, steady leadership our community should be able to count on.
As mayor, I assure you that I will establish these standards as the norm in every meeting, so our council conducts the people’s business with the professionalism and respect they deserve.
Our citizens deserve no less.
